The local `council-x` wrapper is present at `C:\\Users\\mikem\\bin\\council-x`. The installed `llm-council` skill is a compatibility router: it requires a concrete decision question and routes it to an external council engine.

## Exact unblock

Provide a consequential Flat Fee decision question and approve the named provider/cost route. Then run the council engine with its required providers and preserve its mandated independent opinions, anonymous review, and synthesis artifacts.

## Safety boundary

This wave did not execute the wrapper because it can load provider configuration and invoke external models. No credential, provider, model, API, agent, or spend was used.
