**Direct local output:** A minimum configuration contract was checked for the Flat Fee campaign. It defines a 9:16 English output and source-bound service context without inserting placeholders or unsupported claims.

**Why not PASS:** the empty asset array is intentionally not delivery-ready. Current live API/documentation, price/balance, rights-cleared assets, final script, and explicit spend approval are still required.
